A thousands? There were only a little over 50 active Spartan II's and Halsey didn't even bothered to make new ones after that.
Granted there were 3 Spartan III programs which produced what? 400-500 units but they all got killed.

There'd be even bigger uproar if they found out the Spartan III's were created as "disposal" child soldiers and going by their logic they should treat the entire branch as satan.
