As Irenicus suspected, the 9th member is a normal actor with no powers. However, he has delusions of grande thinking he has powers to kill anyone by typing it on his website. When his so call "powers" won't work he uses a gun.
Also, that female officer who Haru almost killed decides to help the heroes since she thinks her superior (now ex-superior since she quit) is nuts.
