it isn't a prequel, it is two stories in the same setting, for all we know they are happening at the same time. In some of his notes seo makes a point that he lived in an area very similar to the setting for suzuka. He is in all likelyhood just drawing on how own personal experiences for setting and maybe even stories. He is even very open that hattori is a manga version of his best friend irl.
