First of all, Higurashi is a Sound Novel and it's much closer to an actual novel than a game. The only interactivity you will find in it is the ability to read optional TIPS that are unlocked after you finish a chapter. Aside from that, all you do is read from the beginning to the end with no choices whatsoever.
Anyway, there are two options at your disposal if you want to read Higurashi in English:
The first one is
Sonozaki Futago-tachi's fan translation which has translated the demo that can be found on 07th Expansion's official website. The demo covers Onikakushi-hen (the first arc) in its entirety and can be downloaded
here with the English patch pre-installed. They are currently working on the second arc of the series, but you'll need to buy a copy of the
original Japanese game in order to use the patch for the rest of the story.
Your second option is
MangaGamer's translation. The price they are asking is a bit pricey and their translation leaves to be desired, but this is the best option available if you want to read all of Higurashi as soon as possible. Only the first four arcs are translated so far. The rest will be released monthly starting with
Meakashi-hen on February 28.
