I think Kuga's Iris is that she cannot be affected by an Iris. Though this is just my theory. She doesn't have the tail during the Yuki conversation but it's obvious she's the one who did it.

Kuga's Iris is shown in chapters 8 and 9, and is very benign.

However, she only told this to Koyuki, so she could be lying. I wouldn't like the idea of an Iris that affects others though. It seems to break the setting.

If she had no tail while answering to Yuki the second time, then she's telling the truth. She may have something against Toru, but she didn't do what Yuki is accusing her of.
