It's the culture. I once has a conversation with a Japanese friend of mine in China about a Chinese couple we passed by. My Japanese friend commented that when the Japanese saw a couple flirting in the open(the Chinese couple isn't even kissing, just cuddling on a bench), there will be a lot of comments from the passerby about the bakaple(from baka and couple). It seems that in Japan, you can do every pervert thing you can think of behind the doors, but you're socially expected not to do it in the open.
