Seems that way unfortunately, just hoping some new developments come out soon, since the visual novel was confirmed a while back, though I'm not expecting anything at this point.
Apparently Dengeki said whatever new announcements they have will be made available on May 10th, though from the sound of it, it has more to do with their 20th anniversary than Angel Beats.
