It's not that he doesn't care, it's that he seem to be unable to disobey the women in his life, either Akira or the blond. He wanted Akira to evacuate, but she doesn't want to and do not wish to see him. He obeys her because that's what he does.
Useless? That's one word for it. Another word is weak-willed. He is just easily dominated and can't make decisions for himself.
