Speaking of the subject, I just realized the biggest problem. In a similar vein to the Negima problem, magic in the To Aruverse is the direct oposite of the Nanohaverse magic in that anyone bar psychics can learn magic in the To Aruverse.

Of course, there are ways around it, such as making earth magic unique or since the setting is focused around psychics ignoring the magic side of To Aru altogether, but it merrits some thought.

I do have a solution, but that entails a "fanon" theory more in line with the To Aru forums though...

Touma can stop both worlds' attacks, and even God himself. Hyoka is mentioned to be similar to the angel Misha, which by extension alludes to God, the center of power of the Churches, being a collective projection of Humanity's AIM. On both sides, anyone can learn magic/ESP. And finally, a mage is the man behind everything in Academy City.

The cross-linkages between both halves are so much that I am theorizing that Magic = ESP in Railgun World, and it was only Aleistor's actions (for yet to reveal reasons) that spiked ESP Cirriculum such that anyone learning ESP and Railgun World magic will experience rejection.

This rule does not apply to ESP and Nanoha World magic as a result. Hence why I see no problem with this.
