At this stage I'd say she means it symbolically as in that's where the plane went down.
Right now I'm with the notion that the whole island is a sort of memorial, with the name "Raika Island" as remembrance of Akira and ofc the monument and the animals for Miina.
I think this also explains why Akira's mom wanted the island to have human-edible fruits and plants as to conform with Eastern traditions of honouring the dead. (note Akira's altar in his home)
Then again, jury's still out on what exactly the author has in store for the last chapter, so feel free to speculate.
