Eh? Crispin Freeman tweeted and talked about all the time he's spent dubbing Kyon's lines for the movie. They spent as much time working on the dub for this one film as is spent dubbing entire
seasons of anime (mind you, the film lasts for about as long as the presidency of FDR, so YMMV.)
It will definitely have a dub release.
