My guess is he got expelled or ashamed and didn't have what it takes to be a military artist in a city like Grendan. But why he came to Zuellni instead of prolly other decent academic cities, I have no idea.

They have televisions and other digital imaging plus measurement gadgets and still didn't communication tools. I think the harsh weather and polution outside the cities have something to do with wave frequencies resulting in disturbance in communication devices and had to rely to Nen-I users like Felli to do it for them.
But seems like they do communicate with traditional messaging, like letters.
