Toradora is also an excellent romance comedy from 2008/2009. If you don't mind it being well a bit different maybe
B Gata H Kei, or
Bakemonogatari both have good bit of romance development and are hilarious at times.
And some decent ones
Hatsukoi Limited,
Nyan Koi,
Amagami SS, and maybe
Working.
Shoujo maybe
