There has been no indication this is anything other than a CM regardless of how many times people point that out. Even ANN leads with "Kyoto Animation's Animation Do Spinoff Unveils New Anime's Ad" and puts in the article "Animation DO and Kyoto Animation have not made any further announcements about the project, nor have they confirmed if the commercial itself was the new project."
I imagine this will go over poorly when it's confirmed only as a CM and people say they "changed their mind" or some other form of blaming KyoAni/Animation Do for their own misconception.
Edit: To further my point, in the two times a CM announced something the website for that LN/anime went up immediately. For the other CMs, nothing happened. Take a guess which happened today.
