For example a shot to the temple by a pistol loaded with lead/HP round may cause permanent brain damage because the skull deflect the bullet but still receive ALL of the kinetic energy without any cushioning mechanism.
Plenty of soldier getting shot in the eyes, and survived because it missed the brain.
