The only bit of story that has been revealed is that the "evil goddess" Magiquone (aka Arfoire in the English version) unleashed monsters in Gamegyokai, and it's up to Neptune and the others to stop them. Aside that, it'll cover "the bonds and friendship" between Neptune and the other goddesses.
People are assuming that it'll be after V just because Neptune has the V costume, but since no info has been given (tomorrow at ACE there will be the official unveiling - up to now not even the staff is known) I'd say it's too early to tell.
