Did you use the potion when you were near the boss?
Once you use it you can damage him like normal.
Also, the level 18 normal enemies are still perfectly killable once you're 18, it's the "Veteran" enemies that are interspersed along with the normal enemies in the Tuscin Outposts. Their special attacks do 400-600 damage! With only 1400 hp and no way to heal, it's impossible without a cleric and multiple damage dishers.
