From my understanding, I actually think its a combination of both points. The translation wasn't exactly perfect, I wouldn't use 'Definitely'. So because of that you've misinterpreted the sentence.
If I rephrase it in a clearer but longer way:

even be some who think Haruhi is lovelier than Mikuru. 'Even' emphasizes that most people would think that Mikuru is lovelier, but some would actually think Haruhi is lovelier. So he didn't tell us that he thinks Haruhi is lovelier, to our disappointment
