well i think strength is kind of elusive because it's how you use your chakra rather than how you use your muscles. Sakura doesnt have big muscles but she is stronger than naruto because of her refined use of chakra. That's of course unless Naruto goes sennin-mode. I think a person in Sennin-mode is the strongest in the manga right now being able to lift huge things.
