It appears that students in post-secondary view anime as a novel means of beating stress and explore media (akin to how University itself is about exploring the depths of one's interests, whether they be medicine, law, science, etc). This certainly works for me.
In response to the original question, I've seen anime to be quite prevalent, although I wouldn't say that there are extreme otaku-like figures roaming my region.
