See, that's viable in Halo 3 when you're fighting Brutes with non regenerating shields. It works QUITE a bit less when you're up against high level elites who do like to take cover, and bound around like crazed lemurs on cocaine.

No it works on Elites too, just don't let them stay in cover too long or surprise them and unload a full clip then retreat.
