It's not just that... they have 25 episodes total, see? Over half of them have been devoted to setting up Ryuuji's attraction to Minorin and strong devotion to Taiga... judging by current trends, they'll continue to do so.
As I have said before, it'd be nice, but I don't see it in this anime.
