That was what I initially thought as well.

But unlike the powers which are referred to as '1st phase powers', there is no reference to Takuto's position in the 3rd phase being a '3rd phase power', but rather just a general saying that he's in the 3rd phase.

Of course, there is also the possibility that it's only referred differently for the 1st phase because 1st phase is already the initial phase and is also where the powers greatly differ among Star Drivers, while 2nd/3rd phase are generally accepted as just being able to pilot with/without Cybercasket.

It's kind of nitpicky and a very vague thing to go by.
