Romance is the last thing on Oda's mind. There are so many other themes (and more important ones at that) that he's delving into, such as: adventure, ambition, misguidance, power, corruption, greed, manipulation, deception, oppression, friendship, trust, faith, fate, ideology/philosophy, struggle, loss, grief, etc.
If romance happens, then so be it. But that's clearly not what Oda is focusing on.
