The ending of S2 has been bothering me, so I thought I'd run this idea past the people on this forum.
Has anyone considered that Hei may be Izanagi? At least in part?
Spoiler for Ep. 12 - S2:
At the end, when Hei used his god-like power over matter and energy which made his star blaze like a supernova, the scene immediately switched to Suou and July on Earth 2. This suggests that by killing Yin, Hei helped to 'split heaven and earth' and sent Suou, July and the others to Earth 2. That would explain Hei's (sad?) smile when Yin tells him there is still enough time, kill her, i.e. there is still time to save some of humanity by killing her. Thus, saving some of the people on earth (or maybe their copies) would partially assuage Hei's guilt for causing Izanami's evolution and dooming billions of people to a future apocalypse. (Everyone but Hei, that is, since he has a Shinto goddess in love with him.) That would explain why he went off the deep end and became an alcoholic whose only purpose in life was to wait around for an opportunity to kill Yin.
In part, Shion is Izanagi because he created the copy of earth, but he didn't complete the process since he was dead before Suou went to Earth 2. Plus, in the myth, Izanagi and Izanami are in love with each other. Then Izanami dies and goes to the underworld, whereupon Izanagi follows and finds her transformed into a decaying corpse. Izanagi is forced to prevent her return to the living world. That part of the legend fits Hei far better than Shion.
With regard to what ultimately happens to Hei, that seemed deliberately ambiguous in order to allow for a 3rd season involving the newly introduced characters. Unfortunately, I think the writers have an impossible task to create a storyline featuring Hei and his overwhelming powers and still keep it within a DTB-type universe.
I suppose you could explain it away by positing that Hei may or may not have any conscious control over these greater powers. There have been a few scenes which showed him "glowing" without his eyes going red. I suspect that the creators were originally using that in S1 to suggest that Bai (or Pai) was operating through him, and to set up the conclusion to S1. However, at the end of S1, Hei consciously used that power to destroy the Saturn Ring. That left a big plot hole in the OVAs (so far) and S2 which was never explained. Since Hei is shown in the final episode using his powers in a more complex way, I don't see how anyone can ignore the issue any longer.
So, basically, Hei turned into a demi-god. The creator, Tensai Okamura, did say that he thought Hei's story couldn't go any farther.
As to where Hei ends up in the final shot of the episode, I don't think he's on Earth 2. When the animators showed the real sky, it always looked to me like they put in the Big Dipper and/or the moon. The last shot of Hei didn't have either. And considering how they've portrayed Hei's character, he wouldn't run off and leave the earth at the mercy of Kagu-Tsuchi, aka the antichrist, aka the coffin-kid. So I guess Hei is stuck in some alternate dimension or he's on earth.
So, are my ideas complete crap? Or not?

I think Mechalord was correct that Hei is some sort of living meteor fragment and causes the people around him to evolve. Therefore, Hei really can't be around other people, which is why he's the "cursed contractor" and disappears at the end of Ep. 12.
