Taskmaster is DEdapool's main rival.
Dedapool can use Spiderman-s Spider Swing and Captain AMerica's charging shield because Taskmaster's power is the ability of perfectly copying the oponent's moveset. (Photographic reflects)
Deadpool uses shoryuken because he used that move in an infamous Wolverine comic.
As for how Taskmaster speaks, let's just say Capcom nailed very well the character's personality.
