Yup, last I checked there was a substantial difference between the government and a church (mandated by the Constitution). So there's no correlation between a Catholic priest and a Justice of the Peace at all.
Also, not signing == denying. He can only not sign if specific conditions aren't met. Inter-racial isn't one of them. Is this really that complicated for you?
Basically, he's an old guy who still thinks "separate but equal" and somehow managed to avoid detection til recently. He's free to think that but he should resign his position if he won't carry out his duty.
I'd also like to know the judge's data source on "inter-racial marriages don't last long"... nothing like ignorance as the basis for an assertion.
