Our speculation is that they're
half-siblings; AMT speculated that Yuuya's dad was IRG, since leaked TE VN images show a monochrome of Yuuya's mom and a guy standing behind her in a really nice three-piece suit, flanked by two IRG dudes; the guy on his left is wearing either a red or dark blue uniform, while the guy on the left is probably wearing a white uniform.
This suggests that Yuuya's dad was in the IRG, and was a Yellow uniform fudai/retainer officer.
Now, we know that Yuuya's dad was in the US sometime during the 70s, and then left and returned to Japan. AMT figured that he was probably told to abandon his American family and sire a proper child to maintain the lineage of his IRG family, which resulted in Yui.
tl;dr: Yuuya and Yui have different mothers but the same father.
