That's one of the known improvements. No matter what, big bosses are predictable, and you can design your gear around killing them. Randomised Champions? They are the dangerous ones. Making them drop better loot is the right decision. You must always make sure the reward matches the difficulty.
(There was a Champion Pack ability so over-powered that Blizzard never let it reach Beta. The one where all the Champion pack
share the same life bar. This means the only way to kill
any of them is to inflict damage that adds up to every enemy's health in the pack. Blizzard testers couldn't kill them, so it was taken out.)
On that note, how are the location randomised super chests? Are they as good as Blizzard claimed?
