4:3 ratio aside (in this day and age?), looks like this is going to be a good timekiller, just like the manga.
I adore what they did with the OP - the comic-book style graphics and the zoom-ins make it feel like it's part of a summer beach flick, which, by all accounts, To-Love-Ru is. The ED is equally catchy. Both leave me with a good feeling, and since I consider music a major part of a series, I'm won over in that regard.
The VAs do a really good job too. I'm particularly pleased with Kana Hanazawa (Mikan). After hearing her play the shy, quiet monologuing Sora in Sketchbook, I'm very pleased with Mikan's quips. Haruka Tomatsu, whom I've also been keeping an eye on, makes a fun Lala. Ditto for Sayuri Yahagi (Izumi in Hayate no Gotoku, Karin's titular character) as Haruna.
This is replacing R+V as my Thursday evening fanservice show, and I for one look forward to more.
