I'm not sure that it's implied she didn't call the cops, though that may be the case. I think it's more that she's the only one who managed to escape when she's the one who was the real target as well as the one who brought her friends there in the first place. It's misplaced blame more than anything, IMO. Even Himiko seems to partially blame herself.
