Emiri Kimidori, I always thought that her re-appearance in the Student Council was to on one hand 'supervise' Yuki, and on the other to keep checks on the President (who is a really sneaky guy). Then again, Kimidori isn't much of a threat to Yuki in my opinion, given how she totally owned Ryoko in an alien VS alien deathmatch. Unless, of course, Yuki's restricted powers were somehow given to Kimidori...

To me, Kyon's protection of Yuki doesn't really mean a thing when it comes to the DITE. For goodness sake, they can reconstruct things out of pure data and create false evidences, who's to say they can't take Kyon's protection of Yuki out of the picture?
