Well you can take it like that if you want, but the only way to know for sure if you see any future signs that would show a change in feelings.
Cause if I'm not wrong, episode 13 would clear up his feeling about the matter... THat it's just an older brother looking out for his little sister.
But then again, it is possible that the Anime would go a different path than the Manga,but at this point them seem to be following it 'reasonably' close enough.
