No, not zero obviously.
Assuming their efficiency are close to that however, their entire body can be radiator and I.S. will work just fine. Charlotte never seen using any cooler... until she use Ignition boost.
Again, take this with a grain of salt since it might be artistic choice, but I took my cues a lot from anime depiction.
