Don't you mean the Panzer IV's howitzer? Then yes, it can, but you have to target the sides and the back. If you do expect to do a whole lot of damage, ESPECIALLY if it penetrates and explodes inside a module.
The thing is though, experience tells me that the Panzer IV isn't really built for that kind of close-quarter brawling, compared to its contemporaries the Sherman or the Crusader.
