No they don't hook up. Eba thanks Haruto from taking her away, she tells him that she admires senpai but that she doesn't like him that way. Then she tells Haruto if someone confessed to her that she couldn't go out with that person because she is returning to Tokyo. because knowing that they have to break soon that she wouldn't want to because it will be painful. Then Haruto ask her that lets Assume that he told her that he loves her, if she will stay. She told that him that it will inconvenience her, because she finally mustered the courage to go home. that even if he would confess to her, that she still can't stay. All this is just assuming, never actual, both of them use the word ( [仮][Kari] fictitious; assumed). At the end Haruto decides to stay as they are instead of confessing.

Haruto, you suck, and fail as a man, congratulations. But we also have to keep in mind the past that they had shared together. I find it kind of annoying that some mangas have that situation where the protagonist of the story completely forgets about a girl he met in the past. I mean how hard is it to remember a girl named Eba, wearing a yukata and holding on to your sleeve for the whole freaking festival lol. That memory would stick inside me forever.

Eba is obviously in love with Haruto, but rather she wants Haruto to take the initiative and actually confess his true feelings instead of making excuses again.
