If he covers the world with AIM field and was able to block out all other forms of magic, I would imagine that the Angels would have to take direct measures.
To make things simple, I believe the term 'Archangel' in this context refers to a powerful above-average Angel rather than an actual position/rank/title. Those four major 'Archangels' should also be the four Seraphim surrounding God's throne.
