Also yes, in my fanon it's affected by the total amount of mass lost as well as the complexity. For example, between 3x30 boxed rounds and 90 linked rounds, the later is longer to generate because you can just store the empty boxes back to be reloaded whereas links are disposed into cluster of data to be recycled, similar to spent shell.
Do remember that again, it's implied that when I.S. is active, and even more so during battle condition, all conversion/maintenance process is much slower simply because the core doesn't generate enough energy to do just that. Again, ammo recycling in battle simply unfeasible unless you have Akatsubaki's hax OOA.
