Well he's talking about private servers so it's free, though it isn't legal. The game is pretty old, but it looks nice since it 2d characters with 3d backgrounds. So it's hard to say, but I doubt you will dislike the graphics.
That said. The only MMO's I liked are Ultima online(old 2d), Lineage 2(still the best look MMO to date) and Age of Conan(reminds me of L2 so seems interesting). All feature open pvp with anyone, but those games don't seem to fit your criteria.
Though if you feel like playing a pvp mmo's those are probably the best.
