Well they did say that accelerator was very skilled at calculation and operation so I guess he could use his power with ease.
About your question, there are no detailed explanation if he could strenghten or weaken the vector but based from observation (like when he kicked gravel, it burst at a high speed or when he uses the "super dash" he accelerates at a great speed with just a light kick to the ground) it seems that he could strengthen or weaken the vector.
