Because that's how the gag works for moe maid characters in anime. There is no scientific or logical explanation for older looks to a biological young, anime girl. It is upon the demand of the otaku, target audience.

And besides even real girls would be hot-tempered if you dare to insinuate that look older when they are physically young.

Isn't it funny that there a lot of new anime coming out where girls who look like they're 6 years old but they're really 17 or 18. The 4 main girls of Lucky Star is 17, the 3 girls in Moetan are 17, and the main characters of Manabi Straight is 17 as well. I wonder if theres any other anime characters that look older than their real age.
