Of course in the storie she get to be miraculously near the crash site of lulu's escape pod and thus could see him but viletta couldnt guess that no?
Bringing a civilian in a battle zone generally results in the civilian's death (the so called collateral damage like shirley's father).
Maybe viletta was pitying shirley and decided to let her join her father.........
