It still spoke volumes of Cornelia's ruthlessness that she didn't care for hostages. Heck, it was a step beyond simple discrimination against Numbers, because here she was being an equal opportunity offender.
Anyways, I think Kallen's shock over Lelouch being Zero could have as little to do as her simply being deceived by someone she knew.
