Germany's population isn't really growing, and it's not particularly industrialising either. In fact most of the western worlds energy use per capita has had low growth the past few years.
Not only that but the area around Germany and Denmark's coastlines have high windspeeds, which Germany has been heavily investing in. Not only that, but it's not like there's any competing land uses offshore. Even onshore wind turbines don't occupy much space.
