So in the book that I am reading, the author uses the word "濡れた" quite a few times, like "濡れた唇” or "濡れた目", but the girl is taking a bath at the time, so should I understand 濡れた as "wet" or do you use the word in general situation, say just a girl with moist lips?
I think we would use both as the word 濡れたjust points to a state where something is wet. But I would supplement the word with しっとり、ぐっしょり、びっしょり to further describe "how" wet it ts.

しっとりと濡れた唇 would be moist lips
雨に降られてびっしょり濡れた would be I got rained on and now I am drenched.
