Here is something I learned from some female/trap-joke cosplayers : if you are less endowed and the character has got assets, wear a +1 size up bra (for example, 24B wearing 24C) and pad until tight. Then wear a tube over it to hold everything in place.
It is always the silicone pad on the outside, and the foam ones on the inside to give it the firm look.
