), Verethragna barely escapes wiht his life. But then Ena, with Divine Possession and Ama no Murakumo, ambushes him=> already weaken with most of his power gone, most likely he will be slain. Do you think that Ena will become a Campione? I don't think Pandora will allow that

However, I do think that you have to "satisfy" Pandora (or make her feel that you are worthy) in order to become Campione or get a new Authority.

this is from the remaining of vol 13, Godou will get a new Authority from Circe as she wishes, but it is said that Pandora will not be pleased since Circe is already half-dead when she fights Godou.
Thus, there is one more thing that I think affect the whole authority-transfer, maybe aside from the nature & characteristics of the Campione (as Erica hypothesizes), it also depends on the will and wish of the god slain.
For example, in Godou's case, Erica says that the reason why he gets so many abilities (though they are included in only 1 Authority - "The Persian Warlord") from only Verethragna may be due to his friendly nature, BUT (IMHO) maybe also because Verethragna fully recognizes Godou as the 1st to defeat him and wishes that Godou shall carry on his legacy as the "God of Victory"=>Godou becomes sth like Verethragna ver.2
Now that I remember, one more feat that Godou accomplished when he was human was that he made Verethragna turned away

if you consider it, it is kinda unbelievable, "a human can make a god feel somewhat like "shame" ", and Verethragna actually insisted on sparing Godou, I do think that many gods don't usually do this
