It seems that the quest to look for the rare metal does require a Master Blacksmith in order to obtain it. The dragon swept Liz into its lair where the precious metal is hidden.
In the LN, it was mention that a lot of attempt was made in killing the crystal dragon but it never drop the rare metal as a monster drop.
