That is one way to look at it.
But to me, it looks like the U.S. is exporting it's moral standards. Everyone gets used to age ratings for holywood movies, which allow for quite some violence, but absolutely no sexual content.
Some years ago, 'beeping' over swearwords on TV was an unknown thing around here. Now it's normal. Why?
Popular internet platforms like Facebook push those same standards on foreign communities. Even on this very board you can get banned for posting a pair of drawn boobs.

Now Japan already had weird censoring rules themselves (lol pixelporn), but I am really wondering where this new idea of censoring came from.
