You could say this about a lot of real-world justice systems... think about our prison system, for instance.
It seems absurd because it's not something we're used to. That's all.

It's probably not a flaw the lawmakers care about. Like I said, look at the prison system; locking criminals in a building with a whole bunch of other criminals does not do an especially good job of rehabilitating them.
